Confidentiality of Library Records

Circulation records and any other library records that identify the names of patrons with specific materials are confidential in nature. These records, or any information from the records, shall not be given to, or made available to, any individual or group or any agency of state, federal or local government except pursuant to such court order or subpoena as may be issued under the authority of federal, state or local law relating to civil, criminal, or administrative discovery procedure or legislative investigatory power. If any such order or subpoena is issued, it shall not be complied with until the MLC Directors have consulted with their legal counsel to determine:

  • if such documents are in proper form
  • if there is showing of good cause for their issuance

If the documents in question are not in proper form, and/or if good cause is not shown, the MLC Directors will insist that any defects be cured before the requests are complied with.

Cybersecurity Policy

The consortium and its member libraries take reasonable cybersecurity and other measures to safeguard information, including protected personally identifiable information (PII) and other types of information. This also includes information the Federal agency or pass-through entity designates as sensitive or other information the recipient or sub-recipient considers sensitive and is consistent with applicable Federal, State, local, and tribal laws regarding privacy and responsibility over confidentiality.

Privacy Policy

The consortium upholds that privacy is a right to all citizens as guaranteed by the First Amendment. A secure and confidential environment are maintained in accordance with The Revised Missouri State Statutes, the American Library Association’s Library Bill of Rights, the Missouri State Library, and other state and federal laws.

The Library guarantees that personal information will not be released unless it has reason to believe legal statutes or its Service and Administration Policies have been violated.
